Approximately 1 billion people around the world have insecure rights to their land and homes, leaving them vulnerable to conflict, hunger, poverty and gender-based violence. A major contributor to property insecurity is that hundreds of millions of people lack property documents.

Despite the proven benefits of land and housing documents, governments across much of the world have failed to provide this service. International donors are meeting some of this demand, but there is potentially a large market for private social enterprises and non-profits to facilitate land registration services.

Over the last decade, new non-governmental actors have emerged to alleviate this bottleneck and deliver land registration efficiently. But scaling these services一and figuring out how to pay for them while making them affordable, especially for low-income customers一is not easy.
