The webinar will highlight how Open Educational Resources (OER) and copyright capacity building and policy development enhance access to information. It will raise awareness of copyrights and the importance of supporting countries and institutions to develop legal and policy frameworks that promote OER, in line with national and international obligations in this area. It will provide insights on ways that copyright flexibilities, open licenses, open license tools, platforms for metadata interoperability and artificial intelligence are opening opportunities for OER to support universal access to information.

The UNESCO OER Recommendation adopted in 2019 calls for capacity building in copyright and open licenses and advocates for the adoption and implementation of policies that support access to open educational resources and access to information and the use of digital and open data in OER.

The OER Dynamic Coalition was established further to the adoption of the UNESCO OER Recommendation with the objective of supporting governments in implementing the OER Recommendation by promoting and reinforcing international and regional cooperation among all stakeholders in the first four areas of the UNESCO OER Recommendation.
